Dell Freeman Scholarship

Purpose: To honor the memory of the late Dell Freeman, the 36th president of our Association.

Policy: Established April 25, 2015

To award two members attendance, up to full registration, at the Association’s annual educational conference. The scholarship award will be for the exemption of the registration fee of an educational conference of the Association. Hotel and meals, other than those that are included in the regular registration fee, are at the expense of the member receiving the scholarship award.

Eligibility Requirements

  • Applicant must be an active member of the association, in good standing, for a minimum of two years to be considered to receive the scholarship award.
  • Applicant must be employed with a law enforcement agency on a full-time basis.
  • Applicant’s agency has no funding to have a qualifying member attend the training conference.
  • The lack of funding letter is completed by the applicant's supervisor on department letterhead. This letter should indicate that although the department has no funding to send their employee(s) to the SCAFO seminar, the department will authorize the member to attend if a scholarship is awarded. This letter shall be considered a part of the application.
  • Member completes and submits an award application along with a letter from their supervisor on department letterhead indicating that the department has no funding to send their employee(s) and that if their agency member is granted a scholarship award, the department will authorize the member to attend; this letter shall be considered a part of the application.

Application and Selection Process

  • The member requests and submits a completed scholarship application from the association’s secretary between January 1st and August 21st, seeking selection of a Dell Freeman Scholarship Award to attend the current year’s educational conference. Incomplete applications or those not received by the submission deadline will not be considered.
  • Applications are not automatically carried over to the next year.
  • Awards are without regard to age, race, sex, religion, or national origin.
  • The secretary shall forward completed applications to the Dell Freeman Scholarship Award Committee by April 1st of the year application is submitted.
  • The committee shall exist of the chairperson, the secretary, and the two senior directors.
  • The committee members will review applications and select up to two members to receive the award and will notify the secretary prior to the scheduled July training meeting.
  • The secretary will notify the selected member(s) as well as the entire board of the member(s) selected to receive the scholarship prior to September 10th.
